Judd Apatow is the man. He's written such movies as Heavy Weights, 40 Year Old Virgin and Knocked Up, the TV shows Undeclared and Freaks and Geeks, and has produced The Cable Guy, Anchorman, Kicking & Screaming, and Superbad.
